本当に、9月11日以降、自分でも苛立つぐらい、言葉が出てこない。 自分の小ささ、力のなさ、嘆きながらも、前進するしかないと思う。 「このごろ詩も文章も、更新されていませんね」と声をかけていただくたび、不甲斐ないなと思いながらも何も書けないでいる。 何も変えられないかもしれない。でも。 黙っていることは、賛成していることと同じことだと思っている。 ほんの小さな私の足跡のひとつを、ここに、残してみようと思う。 こちらは、2001年11月9日に私が送信したメールの日本語意訳とメールの本文だ。 大きな地球の小さな一人の人間として、自分のできることを邁進していくしかないのだろう。 こちらのサイトも、ぜひ、見ていただきたい。 『ワクチン接種停戦を呼びかけよう委員会』 http://www.eeeweb.com/~constitution/vaccine/ ◆◇◆◇◆◇◆ ジョージ　ブッシュ　大統領へ 私は現在アメリカに住んでいる日本人女性です。 私は2001年9月11日にテロ事件で命を奪われた無辜の人々や、人々を助けようとして命を落とされた消防士、警察官に対して、哀悼の意を捧げます。 現在、なおも空爆が続くアフガニスタンでは、その空爆下で、ユニセフの職員と現地ボランティアスタッフ４０００人が決死の覚悟で子供たちへポリオワクチンの接種を行っています。 アフガニスタンではポリオは不治の病です。 世界中のポリオに罹ってしまった子供のうち、アフガニスタンは30.8パーセントを占めています。 ポリオの感染力はとても強く、感染した子供のほとんどは死亡してしまいます。 もし生き残ったとしても、四肢には麻痺が残ります。 ポリオの治療方はありません。 ただひとつ有効なのは、ポリオの生ワクチンを経口で与えることなのです。 1996年からユニセフはアフガニスタンをポリオの重点地域と指定して、ずっと5歳以下の子供にワクチンを接種してきました。 この間、どれだけタリバンや北部同盟との内戦があっても、接種日は必ず停戦日とされ、子供たちはワクチンを接種していたのです。 今年2001年4月に1回目の接種が行われました。そして2回目の接種が11月6日から9日に計画されていました。パキスタン国境沿いにいる子供も、アフガニスタン国内にいる子供も、ワクチン接種を受けるべきです。 たった3日の停戦があれば、アフガニスタンの子供たちのワクチン投与は安全に行われると、現地で働くユニセフ職員が言っています。 タリバン側は、停戦に応じる構えです。 しかし、ユニセフから3日間の停戦を申し込まれたアメリカは、停戦には全く応じる気配もありません。 こんなとき、人道的見地から、たった3日だけでもいい、停戦に応じることはできないのでしょうか。 このままでは、アフガニスタンの人々は爆撃ではなく、飢餓と病気によってこの冬に100万人が死ぬといわれています。 今まで、アフガニスタンはどの国家からも支援を受けてきていません。 アフガニスタンの子供たちは、どの犯罪に対しても無実であり、他の国からの支援を受るべきです。 テロの一番の原因は、心に抱えている不発弾でしょう。 それが、自爆へと導きます。 私は、爆弾も、経済制裁も、殺すことも、その不発弾をアフガニスタンの人々の心に植え付けることだと信じています。 2001年9月11日、自爆を起こした犯人の中に、アフガニスタン人はいなかったと思います。 お願いです、もうこれ以上人を殺すことも、殺されることも、認めないでください。 本当の強さと正義を、世界に示してください、お願いします。 敬具 福井雅世 ◆◇◆◇◆◇◆ Dear President George Bush I am a Japanese woman who lives in the United States now. I feel condolences toward the firemen and policemen who lost their lives for saving other lives and also innocent people whose lives were claimed in the terrorist incident on September 11, 2001. In Afghanistan where air strikes continue in present, the workers and the 4000 local volunteer staff of UNICEF are desperately inoculating the poliomyelitis vaccine even under air strikes conditions. In Afghanistan, poliomyelitis is an incurable illness. Out of all the children in the world who have polio, 30.8% are from Afghanistan. The infection power of poliomyelitis is very severe and almost all children infected will die. However for survivors of polio, the paralysis to the limbs remains. There is no cure for poliomyelitis. Only one method for not suffering from poliomyelitis is by taking an oral vaccine. From 1996, UNICEF declared Afghanistan to be a major area of poliomyelitis, and the vaccine has been inoculated since into children 5 and under. Even before, the Taliban and the Northern Alliance had a cease-fire day when UNCEF workers were able to inoculate the children. 1st inoculation was performed this year, April 2001.The 2nd inoculation was scheduled for November 6th through November 9th. The children who should be immunized are those along the border of Pakistan, and inside Afghanistan. If there is a three day cease-fire vaccine medication for the children of Afghanistan will be performed safely, UNICEF Personnel have stated. The Taliban side shows signs of agreeing to a cease-fire. However, the United States to which UNICEF applied for the three day cease-fire does not have signs for completely agreeing to the cease-fire. Can't the U.S. agree to a three day cease-fire from a humane standpoint? It is said that approxiatemately 1 million people of Afghanistan will die, not from bombing but from starvation and illness this winter. Until now, Afghanistan has not received help from any other nation. The children of Afghanistan are innocent to any crimes and deserve the help from other countries. Terrorism's first cause is the unexploded shell currently held in the heart. It leads to suicidal explosion. I believe that, bombs, economic sanctions, and killing of lives plant the unexploded shell in hearts of the people of Afghanistan. Perhaps, none of the Afghanis criminals who caused suicidal explosion on September 11, 2001. Please do not permit more killing beyond this, as well as killed.
